I work at a U.S. university with a similar-looking system and we are told to put our works in preparation for submission or submission just as he did. Note the "in preparation" part in your screenshot. In the system, one will also have "submitted" "revision" "accepted" "forthcoming" and "published."
He is telling the internal system that he's submitting it. It's used for internal monitoring of effort (annual raises, based on where you're submitting your work, for instance). Ours is never posted publicly, just given to the annual raise committee.
I'm not all the way through the article, so maybe there's more damning evidence, but I wanted to let you know about that.
