You know, it's amazing how plus ca change is everywhere. I was reading Darryl Cooper of MartyrMade's excellent series on the origins of slavery in North America, and he noted how chartering the Virginia Company of London to establish the Jamestown Colony allowed the King to keep his hands clean of the dreadful abuse of his subjects.

"It ain't us, it's them!" is the way all the dirty deeds get done.

And well-done to you, both in your original investigations and in building on and bringing to our attention the excellent work begun by others.

An excellent beginning inquiry that sheds a lot of light on the deep state. Most Americans would be surprised they have no clue on the non elected agencies overseeing the most sensitive information, which is totally inaccessible to government.

I would consider self-plagiarism to be an academic misdemeanor. Journals should step up and squash the practice. What are publication fees for again?

"Instead, Battelle is governed by the Atomic Secrets Classification system, placing it beyond the direct oversight of both the Executive branch and the Department of State."

This is a bit hard to swallow. Article II, section 1 of the US Constitution invests the president with all executive authority. It is impossible for Congress, or any other authority, to place executive oversight over any operation beyond the oversight of the president, or any office or person to which he might delegate his oversight authority. This is precisely Trump's argument concerning the "classified" documents kept at MAL. A POTUS has plenary authority to classify and declassify documents (because doing so is an exercise of executive authority), so much so that documents marked "classified," when in possession of an FPOTUS, are considered "presumptively declassified." (All other govt officials who classify and declassify documents are exercising power delegated to them, through their chains of command, by the POTUS.) The very act of removing them - while POTUS - from the administration upon departure from office is enough to declassify them. This is why no statute controls the POTUS' authority to declassify documents - any such attempt to control his authority would be an unconstitutional breach of the separation of powers.

A non-profit entity is one that relies upon people who are not customers to fund the operations of the entity.

This enables them to compete with for-profit enterprises, who don't have a group of shadow donors to fund their business that doesn't have to succeed with sales to real customers.
